#1, PYTHON:

I think a group of former rebels could ban together and pressure, perhaps even threaten the other tributes who dont want to do it. like "if you say no, we will gang up on you and kill you first, your choice!" I don't think every trib would agree just willy nilly so i like the idea of negative influence as well



#2, ZOE:

They all come from one district. They're all youngings (12-14). Half are 18 and half are 12 and the 18 year olds are like WTF. They physically can't fight (eg. all are sick kids). [NOTE: an error was made and these were intended to be separate options]



#3, AYA:

A handful of tributes from different districts knew each other during the war. How they know each other could vary, but for a few ideas: some could be rebel soldier squadronmates, maybe some rebel soldier spent time during the war in a different district than their home and another tribute fed them or housed them, maybe some of the district partners have a stronger connection than usual (friends, neighbors, friends-or-siblings-of-friends), maybe there's a former capital loyalist with a tense rivalry with a rebel but given the current circumstances they aren't feeling chuffed with the capitol anymore — there's a lot of possibility here for different things that people might want to do. But the overall idea would be to have some sort of relationship chain, like "this d10 knows that d4 whose district partner knows the d5 who shared some food with the d2 once, who ...". This would make it a lot easier for tributes to trust each other enough to collectively decide not to attack. The catalyst for not attacking could be something simple, like a small handful of former rebel squadronmates throwing down or breaking their swords all at once.



#4, ELE:

Perhaps a message that went through the districts geared towards rebels, like a movement that was organized and started (possibly by victor tribs because they're all rebels??) so it's a preplanned thing, the rebels perhaps use their numbers or fear tactics to get the other tributes to agree if they don't agree with it?



#5, SHRIMP:

On the eve of the Games, a declaration is passed. Traveling via sympathetic workers (an avox in the train cars, a custodian sweeping the coliseum floors, an undercover rebel, a conflicted peacekeeper), a piece of paper and a writing utensil is passed between cells. On this paper is a promise to not attack, to disavow the games in every form, to protest with their lives. They sign with their name and their District, adding their own personal plea if they have enough time or space on the page to do so. And though they cannot know if the others will stick to this promise, their hope is bright enough for them to make their own decision.



#6, TRIS:

Messengers have moved throughout the districts; the fences have not yet been raised to unclimbable heights, there is no electricity running through their wires. A faction has started to form, descendants of rebels and relatives of fallen tributes alike, a small group of people with a small flame of hope shared between them. (Name to be Decided) is a rebel organization that has spread word across Panem, desperately searching for a way to dismantle the Games. They cannot hope to defeat the Capitol, the war has already been lost, but they have agreed on one simple fact: we cannot attack each other. We are not the enemy. We were brothers and sisters in arms, and now the battle is between us and the Capitol is thriving. It’s a simple plan, but it’s the best they can do. “If you are reaped, any of you,” the whispers move through the streets and the houses, everything; “Lay down your swords. Don’t give them their show. Through you, we will make our stand. They cannot play their game without pawns.”



#7, ANONYMOUS:

There is an incident after the tributes have all arrived at the colosseum and are locked in their holding cells. One of the tributes spits in the face of a peacekeeper or curses the officer under their breath and the peacekeeper's temper flares. The sound of the tribute and the peacekeeper shouting at each other can be heard throughout the catacombs. It escalates. Other tributes join in, yelling and attempting to fight back from behind bars. Despite not being able to see what's happening, everyone knows. The voices of more peacekeepers rise in anger. Perhaps all twenty-four tributes join in, perhaps some stay silent because they don't want to engage or they're too afraid, perhaps some of the silent tributes are punished just as badly as the ones acting out. The sound of children being beaten echos as loudly through the halls as the screaming. In the morning, when the cells rise up to the arena, more than one tribute is too exhausted from fighting last night's battle to participate in another. The peacekeepers may have wiped the blood from the faces of beaten tributes, brushed their hair, and masked bruises with just enough concealer to hide the evidence from the audience and the television cameras, but up close on the arena floor every tribute sees each other's truth. Many tributes refuse to even touch their weapons, silently walking past them. Others only do so in order to hurl the swords at the wall closing them in. Any tributes scared or uncertain enough to raise a blade in self-defense soon realize that they are not staring down their enemies, not today... at least, not until all twenty-four of them stand together and look up.
