We cannot just elevate philosophers and financiers. On the High Council, we also need someone with vision, someone who can define the scope of the country's future. It is imperative that we take this rare opportunity to create an even better Panem.

We know our country's roots are strong. Eighty-five years is surely a testament to that. And from those roots, we must flourish, we must reach for the sky!

There are so many qualified, upstanding citizens of the Capitol running for the High Council. And many Gamemakers to boot! I'm honored to be in their company, truly. Some of them are old colleagues and friends. And the others... well, you all know I can work with absolutely anyone, no matter how strange or obscure.

I have served not the President, but all of Panem, faithfully for the last two decades. I know, I can't possibly be that old! All I can say about that is: thank science for botox.

Reflecting on my legacy and knowing that I can continue to deliver vision and guidance to our citizens, tonight I am asking you to donate to my campaign. Take a look around the museum, particularly at the Sixty-Seventh and Eightieth Games. Know that I have many more tricks up my sleeve, and an endless love for our beautiful country.
