ANNOUNCEMENT: update to tribute posting activity rules

I'm making an update to the posting activity rule:

Tributes will be required to post at least once per 24 hours (i.e. once between 12pm EST one day and 12pm EST the next) and fillers are not allowed. Breaking either of these two rules will result in a tribute's damage being brought up to 39.5.

All tributes will be given a freebie to skip 1 posting requirement if you are behind at any point in the games, except for the Final Six finale. If you have time to make that post up and post multiple times on another Games day then you regain that freebie and may use it again another day.

This exception is only being made for the 4th Games, as the pacing of these Games is not reliant on tribute posts/attacks.
