At a glance, Subject appears tall due to the ratio of legs to torso, but official measurements give that she is average height. Slender. Oval-shaped face. Features relatively "soft". Slight point to nose. Long, auburn hair. Touches it fairly frequently, almost absently. Became irate when it was cut during arrest. Temperament less hostile now that it has grown back. Quietly uncooperative.

REASON FOR ARREST
Subject's mother fell ill when Subject was 13. Financial strain on family pushed older siblings (C. Wells, both H. Wells) to pursue jobs. Father began to illegally procure and sell medications with Subject acting as accomplice. After father's arrest, Subject attempted to destroy evidence and flee but was successfully apprehended on the outskirts of home district. Subject denied involvement of other siblings. Reportedly told Peacekeepers, "I'm the one you want."

Anti-Capitol literature and memorabilia were found in the home where the arrest occurred. Investigation completed with no finding of wrongdoing on behalf of other Wells children, who remain under surveillance.

REASON FOR TRANSFER
Subject has been in detention for six months and has yet to show any growth in her behaviors. She continues to avoid socialization with other juveniles when it is permitted to her and is silent when addressed by detention officers. She withdraws even further when reprimanded. When subject to search, Subject continues to kick and scream instead of complying. Working on the new facility in District 9 would likely be the best course of action for Subject, as the changed environment and hard work may encourage her to begin on her path to becoming a productive member of Panem once more.
