BASIL HORACE

"People are always so closed-minded and violent. That is why Panem is how it is these days." That's something you'd hear from Basil if you asked him why Panem is such a mess. He believes that Panem could be so much more unified and peaceful if people weren't the ruthless savages that they so apparently seem to be. He's never seen the Hunger Games, raised in the woods his whole life, so one may wonder if he truly knows to what extent Panem consists of ruthless savages. To him, though, he doesn't need to see it to believe it. The simple existence of the Games shows that Panem's people aren't quite right in the head.
Basil was raised by his parents until the age of twelve when they were captured by Peacekeepers. His mother was killed immediately, and his father was tortured relentlessly before they gave him the punishment of being turned into an avox. Basil managed to get away, and escaped to a different part of the woods, close by to District Thirteen, where he raised himself and now spends most of his time. He will occasionally wander into Thirteen, but never inside of the other Districts. The closest he's ever gotten to the other Districts is about half a mile outside of their fences.
Fifty years alone will change you. When Basil was young, he wasn't nearly as strong and confident as he is now. To those on the outside, at age sixty-two, Basil appears like any other fragile old man. He's far from weak, though. His wit is sharpened from having to be careful with everything he does. His body is strong from hunting for his own food, fighting and killing his prey with his hand-made spear. He's become rather crafty over the years, too, being able to build his own weapons and shelter as needed.
Basil is evasive and very quiet in the way he walks. It's easy for him to get away from those that he doesn't want to be around, as he's rather quick on his feet, and he can do so without making much sound. You'll rarely ever hear him coming. The older man, covered in scars and dirt, may be a little off-putting in his appearance for those who don't know him. He also may seem grumpy or rude to those he doesn't know at first, but that's due to not knowing who he can trust in the woods. Anyone could turn him in if they found him, after all.
Mr. Horace's favorite pass time may seem unusual for someone of his age. He enjoys seeing how high up a tree he can climb, sitting up there and just observing what's down below him. Sometimes, he'll even hunt from up in the branches of a tree with his spear of his handcrafted bow and arrows. He's rather agile and surprisingly capable of climbing for someone in their sixties. He hopes to keep up his abilities for the rest of his life, because he believes that, if he starts slacking, it could get him killed.
Only a couple times has Basil met folks that live in the Districts other than Thirteen, and he's never been too fond of them. They always traipse around the woods so carelessly, like they're unafraid to be caught. They step on twigs and crunch leaves underneath their feet. They're stupid, in his opinion. They never think about what they're doing. He'll be impressed if he ever meets an intelligent individual from a District aside from Thirteen.
Thirteen is a place that Basil has grown quite fond of, but he could never truly find himself living there. He has gotten so used to life in the woods that living in a civilized setting would likely prove quite difficult for him. He doesn't want it, despite being offered it by Thirteen's citizens in the past. The people are kind there. They're helpful when he truly needs it, too, but he could never find himself living among them permanently.
The man with the gray hair and burdened shoulders wanders the woods alone. Looking into his blue-gray eyes, one could see the pain that they hold. He's seen too much and lost too many. Now, he keeps to himself more than ever. Some would wonder if the reason he keeps to himself is because he's afraid of losing someone again. Unfortunately, that's exactly the reason.
