Thirteen's work on nuclear weaponry has led to the plans of a nuclear bomb being drawn up in an attempt to best weaponise the district, allowing it to have the means to retaliate against outside threats. There have been a number of successful and failed tests to get to this stage; most notable is the Ground Force Test #006 nuclear disaster which is said to be part of the reason why Thirteen's citizens are still forced underground so long after the Capitol’s initial damage... that is, according to President Nova Verlice’s speeches anyway — whether it is wholly true remains unknown.
Despite this, the citizens of Thirteen seem fairly content with its nuclear armament; the presence of nuclear missiles on the surface continues to be seen as a successful deterrent against the Capitol threats and researchers still work overtime to facilitate the invention and production of new weapons should there be an insurrection.
This overtime has proved golden in recent years, with efforts resulting in the development of an even stronger deterrent: a nuclear bomb. The project, titled ‘Thirteen Plus One’, is the brainchild of Thirteen’s greatest scientific researchers who have successfully managed to combine both nuclear and military power to create something capable of causing mass destruction. The presence of these plans are strictly kept under wraps from the everyday citizen and its development takes place within the labyrinth of Thirteen’s nuclear sector; finding the exact boardroom where the Thirteen Plus One team comes together would be near impossible. Whilst this project is still in its very early stages, it is no doubt one of Thirteen’s biggest triumphs concerning nuclear technology. Once the plans are finalised and completed, the project will move into its production stage, undoubtedly requiring the knowledge base of Thirteen’s elite.
