Following the disgrace and demise of the late and former president Coriolanus Snow, a question lingers: who is to take charge of the Capitol?
Last year, the interim High Council was hastily convened to fill the void, thirteen officials and bureaucrats who'd garnered support from the right places, lest the vacuum of power get seized by someone unwilling to cede it.
There are, of course, the rumors that the late president was framed. There is no doubt that there are alliances formed behind closed doors in the Capitol, that different factions have separate goals and that anyone cutthroat enough to rise to the the top would see their ends achieved by any means necessary. Exitus acta probat.
As distrustful as those in Capitol politics have become, the title of President has been struck from the legislative charter; instead, a High Council will sit in its stead. Like the interim council that preceded it, Panem's High Council is to be comprised of thirteen Capitol citizens, each of equal rank. One council member will be assigned to liaise with a given district, while the thirteenth will preside over affairs concerning the shining Capitol itself.
OOC notes:Along side the Mayoral election, every Quell there will be an election within the Capitol for the members of the High Council. You may run for the High Council in addition to running for any mayoral position, although we are unlikely to award multiple bureaucrats to one writer.
You are welcome to run with a pre-existing character or write an original unbioed character. If you win a seat on the council, you must complete an extended bio and tag Baby Wessex d9b [earthling] and myself to review.
This event will run through mid-September, with new events every few days. The first event (first-round fundraising) will kick off today. The events' points and participation will be tallied as follows to determine the council members:
40% = Election Participation aka how many events completed
40% = Public Votes.
20% = Judge Votes.
Citizen voting:You may cast one vote in the Capitol if you have posted there as a Capitol citizen. Any posts made during the course of this event count towards this requirement.
Candidate requirements:Minimum age: 25
Must be a Capital-born citizen of the Capitol.
In good standing, i.e., not have recently stayed in the Detention Center.

Note that you may designate your candidate as having served on the interim council between Snow's death and the current elections; however, this is first-come, first-serve and will be limited to the first 13 characters designated as former interim council members.
