There are those who not only are interested in the hunger Games, but are simply fanatical about them. Much like how we as people get excited about movies and television shows, books and music, there is a sect of people in the Capitol that get very excited about tributes and arenas. They write fanfiction about tributes, ship tributes together to the point of desperation and collect every piece of merchandise made for their favourites that they can get their mits on.
For most those activities are enough. For others who are far too wealthy for their own good and have grown bored with their money, nothing ever is. There is a a club, a secret group if you will that not only gets into the games, but falls in love with the aesthetics. These fans do not only get interested in the tributes, they wish to own them. They don't just want to watch, they want to touch and feel, to conquer. Luckily for them, in this day and age as long as you have enough money you can get whatever you damn well please.
This secret society lives for one thing and one thing only, beauty. They wish to possess it. No one knows who came up with the fabulous idea of owning your own custom built tribute but the practice has become regular and has been around for quite some time. Avox are bought by society members and delivered to the resident plastic surgeon, who is oh so very good at what he does. When the Avox are returned to their masters, they are near perfect replicas of the tributes that they were designated to become. It costs millions of course, but who's counting? Certainly not the Capitolites who are always extremely pleased with their purchase.The Society is a plot created to make use of those lovely faceclaims that we aren't quite sure what to do with now they belong to a dead character. The idea of the plot is that a secret society in the Capitol takes tribute's appearances and pays a very huge sum of money to make their Avox look exactly like them. They then take these 'tributes' at least once a week and release them into the arena parks to 'play' (aka LARP). Of course everyone in the society is loopy as heck.
WHY SHOULD I SIGN UP FOR THIS PLOT THOUGH/ELE, WHAT THE HECK
Okay, just think of the fun this will be? Not only do you get to steal the appearance of your dead tribute but you get to write from the point of view of someone who doesn't get a choice and had a life of their own before they became something else. Think of the FUN of WRIiitING A MUTE PERSON WHO DOES NOT HAVE THE MEANS TO COMPLAIN ABOUT THE LOSS OF THEIR OWN APPEARANCE AND IS QUIETLY SUFFERING WHILE ALSO MAKING (victors) VICTORS 69*~victorS~*69 sUPER dupER uncomfortable by looking exactly like people they either A. MURDERED or B. ALLIED WITH or C. WERE MARRIED TO.
