PANEM WIDE TSUNAMI PLOT
Four;
There has always been something whimsical about District Four, about the sound of the waves lapping against the shore, about the smell of salt in the air. Buildings stand, crooked and dusted with salt from the sea in the morning mists. Gulls cry far overhead as the district awakens even as it's inhabitants sleep peacefully. The bakery opens it's doors, a blast of heat and scent of bread wafting out to entice its regular customers.
A shop door is propped open, the mismatched bells in the door jingling in an odd way due to the tiny bird skulls mixed with shells from the sea and various glass beads. The pawn shop never really closes but business is expected to boom for the day. Children race down the narrow sidewalks along the canals, ducking under the overburdened arms of adults, a game of tag easily fit in before training.
The wool shop opens it's doors, three lovely sisters beckoning their customers in with sharp smiles while the old lady who runs the tea shop next door let's little drops of poison roll from the vial into her kettle.
Ships sail in and out of the harbour, mighty galleons fly their flags for all of four to see while schooners flow in and around them.
It is an eventful day and soon the sounds of merchants and citizens milling about the center of town, feeling the warmth of the sunshine against their skin fill the air. The beach is bustling as well, workers making their way around the plentiful docks that line the oceanfront, making full use of the day for their businesses. A fisherman hauls fish onto his boat, before steering himself into the network of canals that divide the district into grid-like patterns, making his way towards the district square to sell the day's catch. The ocean has always been intertwined into the district, used for everything from transportation to business. It has always been useful, always calm, always effective. However, no one ever envisioned a day in which Four's largest ally would become its biggest enemy.
It was originally spotted during the midst of the 72nd Games, a disturbance outside of Four. Reports were made, messages relayed to higher ups in an attempt to warn those of what could happen, of what was coming. Too caught up in the elegance and aesthetic of the Games, the reports were swept under the rug for a time, the Capitol instead choosing to put its influence into Games propaganda as opposed to warnings. However, turning a blind eye towards it did not stop the tsunami from spiraling out of control.
When the Capitol finally put out a warning signal for the citizens of Four to move to higher ground, it was much too late.
The first warning came with the receding of the ocean, shoreline pulled backwards into the depths, exposing the sands below it. For many, this was a sign, a foreshadowing. However, for others (many of them uninformed), the receding waves only peaked their curiosity, small flocks of people trekking across the beach to examine and watch the shoreline as it pulled away from them.
There was an eerie calmness for a short time, an air of ignorance amidst the all too familiar smell of salt in the air. And then, the wave came.
It was a wall, taller than anything any of the citizens had ever seen or could imagine. It loomed over them, blocking out the sun, blocking out the world until there was nothing else but them and the wave. For a long moment it was silent and then it came. It slammed into the beaches of the District, shattering everything in it's path. Water levels rose rapidly, canals quickly flooding the streets and devastating the shops and buildings that lined them. Cobblestone rippled and tore away from it's holdings. Entire businesses were torn apart, shredded by the enormous waves that had begun slamming into the district. As buildings collapsed, the water began mixing with the debris, becoming heavier and more dangerous. Though the Capitol had given warning, many did not take the call completely serious. For those who did, they were met with frustration at the frighteningly low amount of high ground that they could flock to.
The District's grid-like canal system did next to nothing to deter or slow down the waters. In fact, it did nothing but help the waves. In an almost domino effect, crumbled buildings would be swept up by the waters, only adding to the destructive power before the waves rushed to the next set of buildings, creating a vicious and disastrous cycle. Infrastructure was ruined, lives were lost, when the waves finally receded the District was left in a nightmare. Almost all of the docks destroyed along with most of the buildings and shops. Many had been lost in the tragedy, slammed into buildings amidst the chaos or swept out to sea with the receding waters. The whimsical feel of the District had been lost, replaced with shock, replaced with fear.
A stark contrast to the delayed reaction of the intense drought in Districts 10 and 11 during the 65th Games, the Capitol's reaction was swift and calculated, immediately recognizing the massive loss to the seafood supply that came from Four, as well as the devastation the natural disaster had caused. As with the drought, Peacekeepers have started taking volunteers from across the Districts of Panem to come and help rebuild the sea district, as well as get its citizens settled again.
As with the earthquake and drought plot during the transition period between the 65th and 66th, this plot will allow you to roleplay with tons of characters from all across Panem! You will be working as volunteers, with your ultimate goal being to rebuild a shattered district.
