The letter arrives, without a sound, in the middle of the night: slipped into Victors' mailboxes and placed delicately on mayors' desks. A single flower is set on the side, upright in a glass vase. When they wake in the morning, they know that whatever lies in this envelope is more important than their life.
For the rest of the nation, when the mockingbirds sing and the weary first rise for a new day at work, announcements ring through the districts: a mandatory viewing. Clustered around home televisions or sequestered into the District Square, a video begins to play that's soon accompanied by an uproar - excitement, disgust, intrigue. All centered around this event.
Well, the better word seems to be "invitation".

A Birthday Celebration for our Esteemed President

For three glorious days, the Capitol has extended a warm welcome to the districts in honor of President Coriolanus Snow's birthday. We mean this quite literally: Through this generous gesture by President Snow himself, in three days District Dignitaries will be invited to enter the Capitol and experience all that it has to offer. A schedule of events can be found below:
Day 1 (1/29-1/4): Dignitary Welcome & White Tea Party:
To be considered a day that will live on in history. Dignitaries will arrive at the Capitol Train Station Hub to a welcome reception, the epitome of what the Capitol can create. This will be followed in the evening by the true celebration kickoff: The White Tea Party, held in the Training Center, will be attended by Capitolites and Dignitaries alike, citizens in arms as they celebrate another blissful year for President Snow.
Day 2 (1/5 - 1/11): Dignitary Tour & Capitol Carnival:
Dignitaries will be welcomed on a tour, held by one of our famous Escorts, to show our citizens what the Capitol is all about. From Style Street and our Residential Areas, to President Snow's mansion itself, our Dignitaries will be privy to a bird's-eye view through the Capitol's new and improved monorail system. They will also be welcome to witness a day of celebration through the Capitol-wide Carnival. This Capitolite-exclusive event is a thank you from President Snow to his citizens, allowing magic and mystery to delight the senses with rides and treats galore.
Day 3 (1/12 - 1/18): Closing Ceremony:
Our Let It Snow event will conclude with a showstopping party held at the President's Mansion - with guest appearances by A-list celebrities, musical performances, and possibly a cameo by the President himself. This event will culminate in a showstopping fireworks celebration that lights up the skies in technicolor. Due to limited space, District Dignitaries are unable to attend (save for our mayors and victors), but will receive a Farewell Reception at the train station and be provided with the means to watch and celebrate while on the train back to their respective homes.
Dignitaries will be selected through application, which must be completed and delivered to the mayor's office. We wish you the best of luck, and hope to see you in our very own Capitol very soon!

Such as the D1 Earthquake plot, the D10 Drought plot, and the D4 tsunami plot, the Let It Snow event will enable you to roleplay with characters from every district in Panem, as well as the Capitol!
District citizens with good reputations have been invited to the Capitol; this is the highest of honors, and Mayors do not choose who to send lightly (although perhaps somehow your character has persuaded them to do so). Capitolites have been invited to every event, and will also have the unique opportunity to experience the Capitolite-only Carnival and Closing Ceremony.
Mayors and Victors are required by the Capitol to attend the Closing Ceremony (aka they will be there. You're not literally required to post).
